They just do their own thing, on their own schedule, and leaves and flowers don't always agree; and they just don't care.
First flowers from one of my Fouquieria shrevei today....or should I say "Flower" (singular). Not a leaf for months, and really still in Winter.

Flower progress, should be soon I think. Not sure why, but it dropped all its leaves despite getting plenty of water because of the wild flower watering I am doing.
